Brownfields Project Receives Star Award (April 2009)

The new RBC Tower located in downtown Raleigh was recently awarded the CPN of North Carolina Star Award for projects over $10-million.  Mid-Atlantic was contracted by the developer, Highwoods Properties, to conduct a Phase I and Phase II Environmental Site Assessment at an entire 3.6-acre city block and a 0.8-acre parcel adjacent to the block. The block and adjacent parcel had previously been developed with dry cleaning facilities, a chemical company, medicine manufacturer, furniture operations, a laboratory, a farm supplier, a print shop, gasoline service  stations, and an auto repair/tire retreading facility.  The client developed the 0.8-acre parcel with the approximately $100 million, 29-story RBC Plaza Tower containing retail, parking, offices and residential condominiums. Mid-Atlantic and the client met with representatives of the North Carolina Department of Environment and Natural Resources, Division of Waste Management, Brownfields Program to discuss the planned activities as they related to the program.  Phase II activities indicated the presence of tetrachloroethene in the groundwater. The contaminants were adequately assessed and the 0.8-acre site was developed under a Brownfields agreement.

Mid-Atlantic is currently assisting the same developer through the Brownfields process for a $21-million, eight-story, pre-cast concrete parking deck to be developed on 1.2-acres of the city block.  Mid-Atlantic is also assisting another developer through the Brownfields process for a $200-million mixed-use development proposed on the remainder of the block.
