NCDENR recently revised 15A NCAC 2L (Classifications and Water Quality Standards Applicable to the Groundwaters of North Carolina). In conjunction with this, NCDENR also published revised soil maximum contaminant concentrations (MSCCs) and groundwater gross contamination levels (GCLs). Some of the levels have been lowered significantly. For example, the groundwater standard for MTBE standard was lowered from 200 to 20 ug/L and naphthalene from 21 to 6.0 ug/L. These changes may make it harder to lower the risk of your site and/or may cause complications for sites with approved corrective action plans based on old standards and cleanup levels.
